The culture of peace, which has made great strides in the last few decades, vies with the culture of violence. But this malign culture has also developed strongly, as is shown by a global explosion of economic inequality & military violence. This has been helped by enormous technological advances & more open marketing. These factors also have the potential for helping the development of a peace culture, but are currently dominated by the lust for power & profit facilitated by these developments. But the inner resources both generating & generated by the movement for peace could dissolve the forces of violence in time to avoid devastating catastrophes of war & environmental disharmony. Der Autor stellt vor dem Hintergrund aktueller ethnischer Konflikte in Afrika, Ost- und Südosteuropa fest, daß sich Konfliktlösungsversuche durch externe Institutionen unwirksam erwiesen haben. Dies mache es unabdingbar, das Potential zur Wiederherstellung des Friedens innerhalb der Konflikt -Gemeinschaften selbst zu suchen. Das entsprechende Potential können Gruppen sein, die die Menschenrechte ungeachtet ethnischer Faktoren schützen. Die internationale Gemeinschaft trägt am ehesten zur Konfliktlösung bei, wenn sie derartige Gruppen unterstützt. Da es sich hier meist um Personen ohne offizielle Funktion handelt, sollte es sich bei den Unterstützenden ebenfalls um Privatpersonen handeln. Er beschreibt mit der Vermittlungstätigkeit eine Form dieses "nichtoffiziellen Friedensmachens" u.a. am Beispiel des früheren Jugoslawiens. Aufgrund seiner Erfahrungen kommt er zur Einschätzung, daß die Möglichkeiten einer "konventionellen" Vermittlung immer geringer werden. Friedensgruppen der gleichen Nationalität sind aufgrund ihrer Kenntnisse und ihrer Akzeptanz eher als ausländische Experten in der Lage, ein Zusammenleben zu ermöglichen. (rk)
